A traffic hazard at the newly christened Pine Tree Pirate Stadium will not two-peat after a team of county, city and school officials set a road upgrade in motion this week.

Stoudt and the commissioners court on Wednesday approved an agreement with the Texas Department of Transportation to build a dedicated, right lane on the Loop 281 approach to the stadium.  Pine Tree ISD Superintendent T.J. Farler said construction is expected to begin this coming spring. That would ensure completion in time for the 2014 Pirate football season.

Longview police have been providing traffic control since the hazard at Pine Tree Parkway became apparent before the first kickoff.  Farler credited Stoudt, Mayor Jay Dean and school board President Charley Peck for planning that began this past spring.

“Judge Stoudt obviously had done a lot of pre-planning,” she said. “This was a good opportunity at the right time.”
Stoudt has had success the past decade or so recruiting local schools and cities to join the county and TxDOT on cooperative projects.  Those include completed safety upgrades on Texas 149 south of Longview, the upcoming George Richey Road extension across northern Gregg County and ongoing projects such as a left-turn lane off the Kilgore Bypass into Synergy business park and safety upgrades on U.S. 80 between Longview and White Oak.

Stoudt already had been working on securing breakdown lanes on the Loop 281 entry into Lear Park, and he said the stadium lane addition fit well with that project. He said he asked Pine Tree ISD to buy the rights of way for the stadium entry upgrade.  The county had budgeted $500,000 for the project in its 2013-14 fiscal cycle, but TxDOT is asking for $305,000.

“It’s always good when you come under budget,” Stoudt said.

The traffic congestion at the intersection of PT parkway and the loop is dangerous on a daily basis during afternoon pickup, not just during events at the stadium.
